Apartment houses must have filed an energy declaration
by the 31st of December 2008.
The new law concerning energy declarations (SFS 2006:985) for
buildings came into effect on the 1st of March 2007. The directive
was issued by the National Board of Housing, Building and Planning
on the 1st of October 2006. It is based on a directive issued by
the EU, an attempt to make constructions more energy efficient. It
is meant to make the use of energy in houses more efficient while
at the same time reducing the CO2 admissions (Kyoto treaty).
The new law requires that the house owners must file an energy
declaration with the aid of an impartial energy expert. The energy
declaration shows the energy output of the building. The
declaration itself is drawn up by an accredited and impartial
company that employs energy experts. They will record information
along with the property owner that can supply them with ideas of
how to reduce and make the building's energy output more efficient.
Implementing these ideas will save money and the environment. When
the investigation has been completed, a newly developed form should
be filled out and sent electronically to the National Board of
Housing, Building and Planning who have developed a registry for
this.
The certified energy experts of an accredited company should
investigate the energy output of the building in accordance with
ISO 17020:2005. You can find more information concerning this
subject on SWEDAC's web page. When the investigation is completed
it will then be registered with the National Board of Housing,
Building and Planning, and it will be effective for 10 years. You
can find more information on the National Board of Housing,
Building and Planning's web page.
